Which electric utility serves your house?

Two utilities sell power here. CDE Lightband (Clarksville Department of Electricity) describes its job as serving the city of Clarksville, and Cumberland Electric Membership Corporation (CEMC) serves all or part of Montgomery and four nearby counties, per CEMC's about page. Neither utility publishes the exact line between them, so check which utility bills you. Both are TVA local power companies, which matters for the heat pump water heater offer.

How do the two 1,000 kWh bills compare?

They come out nearly level. CDE's November 2026 rate table charges $30.50 a month, $0.11010 per kWh and a $2.00 grid access charge up to 1,000 kWh. CEMC's October 2026 rate sheet charges a $39.00 base, $0.08058 per kWh and a TVA fuel charge of $0.02181 per kWh.

The fixed charge decides the low end. A small apartment using 400 kWh pays a few dollars more on CEMC, whose base is $8.50 higher (our arithmetic), while CDE's grid access charge steps to $4.00 above 1,000 kWh and $7.00 above 2,000. CEMC's energy rate changes with the season and its fuel charge moves monthly, so its October figure is a snapshot.

Is Tennessee power cheap by national standards?

Yes. The EIA's state table puts the Tennessee residential average at 13.42 cents per kWh in August 2026, against 18.16 cents for the US. Spread over 1,000 kWh, the CDE and CEMC bills work out to about 14.3 and 14.1 cents, a little above the state figure because of the monthly charges.

How is a CGW gas bill built?

CGW charges gas per 100 cubic feet (CCF), not per therm. Its rate sheet effective October 9, 2026 sets a $15.00 monthly meter charge inside the city, a $0.140 usage charge and a $0.3783 commodity charge per CCF. Outside the city the meter charge is $19.50 and the per-CCF charges are the same.

The 50 CCF month comes to $40.92. That volume is only an illustration, since CGW does not publish an average household figure.

Why does the gas price change every month?

CGW issues a new commodity charge about the 10th of each month, on a fresh rate sheet. Over the 20 rate sheets from May 2025 to October 2026, it ran from $0.2959 in April 2026 to $0.7279 in February 2026. The meter and usage charges also step up each July, to $15.00 and $0.140 in July 2026.

Reading it The line is the commodity charge per 100 cubic feet from each effective date.

At 50 CCF, the February 2026 commodity line would have been $36.40 against $14.80 in April 2026 (our arithmetic). Heavy winter use and a high commodity month can land together.

What should you do if you smell gas?

Get out first. CGW's gas FAQ says to leave immediately and leave the door open behind you, and not to flip switches or use a flashlight or phone inside, since a spark can ignite the gas. Once you are outside or at a neighbor's, call 911 and CGW's gas emergency line.

Water heater fuel costs are compared on water heater running cost, the water and sewer lines are on the CGW bill page, and the shelf index is your bill.

Questions people ask

Does the CDE price include the TVA fuel cost?

CDE prints a single monthly retail energy rate, $0.11010 per kWh for November 2026, and does not list fuel as its own line on the rate table. CEMC shows the TVA fuel charge separately, $0.02181 per kWh in October 2026.

What is the CGW gas meter charge outside the city?

It is $19.50 a month on the October 9, 2026 sheet, against $15.00 inside. Usage and commodity charges per CCF are the same in both.

How much deposit does CEMC ask for?

CEMC's account page says two times the average bill at the location, or $350 if the address has no billing history.

Is a CCF the same as a therm?

No. CGW bills by volume, 100 cubic feet, while a therm is a unit of heat. Compare CGW prices with other CCF prices only.

How often does the CGW commodity charge change?

About once a month, near the 10th, with a fresh rate sheet each time. Use the sheet dated for your billing period.

Behind these numbers

Electric figures come from CDE's November 2026 table and CEMC's October 2026 sheet; gas from CGW's 20 monthly sheets ending October 9, 2026; the state average from EIA's August 2026 release. All were checked on 6 Nov 2026 and leave out taxes, security lights and late fees. The bills at 1,000 kWh and 50 CCF, and the cents-per-kWh bars, are our arithmetic. CDE's table also does not spell out whether TVA fuel is folded into its energy rate.
